Community Max was a programme funded by the Ministry of Social Development and launched in 2009. Its aim was to increase employment and skills for youth. To be employed under this scheme, the young person needed to be on an unemployment benefit for at least one year.

Napier City Council provided support to three organisations to undertake the Community Max employment initiative in Napier:

  1. The Pukemokimoki Marae Trust developed a programme in which young people learned basic building and landscaping skills.
  2. The Salvation Army developed a programme for young unemployed people to learn building skills. The participants improved the direct area around the Salvation Army.
  3. Napier City Rovers developed a programme called “football for all” and worked with youth to encourage more children to play soccer.

The outcome was that out of the 36 people that participated, nine gained employment and 12 went into future training.
