Te Awa Structure Plan

The 1999 Napier Urban Growth Strategy identified the need for further housing development in the city. That was confirmed in a review of the strategy in 2008 and also by the recently adopted Heretaunga Plains Urban Development Strategy 2010.

The area pinpointed for development covers about 125 hectares some 3.5km south of the CBD. Mapped out in the Te Awa Structure Plan, the wedge of land is bordered by Napier Boys’ High School (in the north), Willowbank Avenue (to the west), Te Awa Avenue (to the east) and the Cross Country Drain (in the south).

Held by a number of owners, it currently encompasses 23 small rural parcels of land and 173 residential sections. Existing uses include horticulture and cropping.

Currently, the area is zoned Main Rural. With its proposed Plan Change 6, the Council is seeking to facilitate the orderly development of the area by rezoning it as Main Residential.

The area would provide for a further 1500 new houses and meet anticipated demand for residential sites for the next 20 years. The Council’s application for designations is to allow for the construction of:

  • a new open drain approximately 40m wide alongside and east of Willowbank Avenue and a widened Serpentine Drain
  • a new road from Eriksen Road to Willowbank Avenue

The requirement for the designations is being notified in conjunction with Plan Change 6, which is aimed at incorporating the outcomes sought in the Te Awa Structure Plan into the District Plan.

The Te Awa Structure Plan and requirement for the designations were publicly notified as a proposed change to the District Plan on 6 November 2010.

Submissions closed on 17 December 2010, and the 13 submissions received on the Structure Plan and 8 on the requirements for designation. Council notified further submissions in July 2011 with four further submissions received on the Structure Plan.

Independent Commissioners M Garland and G Wheeler conducted a hearing on the 31st January 2012 to hear, consider, and make recommendations on submissions to:

  • Plan Change 6 to the City of Napier District Plan (Te Awa Structure Plan and Residential Rezoning)
  • Notice of Requirement for Designations for the designation of drainage reserves and proposed road within the Te Awa Structure Plan area

The Commissioner’s final recommendations have now been adopted as decisions of Council at the Regulatory Committee meeting held on 31 May 2012. The Council adopted the recommendations of the Commissioners as a Decision of Council without amendment.
