Located south of the Hawke’s Bay Airport, Lagoon Farm originally formed part of a much more expansive Ahuriri Estuary. The 1931 earthquake uplifted the land in this area, considerably reducing the size of the lagoon.
Lagoon Farm passed into Napier City Council ownership in 1989 local government restructuring. The Napier Urban Growth Strategy of 1999 identified the need to develop part of the farm as residential sections to meet the demand for new housing in the city.
When the Council ratified its Proposed District Plan in November 2000, 120 hectares of the farm were rezoned Residential.
The development area, named Parklands Residential Estate, is located on the south side of Prebensen Drive and west of Tamatea Drive.
The long-term aim is to create 800 residential sections, together with associated reserves and infrastructure, over a 10-15 year period. This will also include extensions to the Park Island sportsgrounds.
Infrastructural work began in April 2005 on an area bordered by Tamatea Drive, Westminster Avenue, Orotu Drive and Pacific Avenue, and was completed four years later. All 232 lots created have been sold.
The second phase of residential housing development provides for a further 247 sections created in 13 stages in an area between Pacific Avenue and Prebensen Drive and bordered by Orotu Drive to the west. This area also has just been completed, together with the last remaining part of Orotu Drive, which connects the subdivision to Prebensen Drive at a new roundabout.
Most sections are in the 600-650sq m range and are suited for good-sized family homes. There are also some 500sq and some 400sq m sections available throughout the subdivision. There continues to be considerable interest from builders and private buyers.
Construction of area three, sited west of Orotu Drive, commenced in June 2016, and will ultimately create around 240 lots, over three to four years. The first three stages were completed in December 2016, with the forth stage to commence soon.
