Making a payment to council
There are many payment options available for council’s different facilities and services. Use this page to help find the right payment option for you.
If you can't pay your account by the due date, ask for the relevant Department at the Council for advice. It is better to ask for help than have to pay additional money in late-payment penalties.
Credit card payments are only available through our website and are available for the following payments:
- Pay Rates Account
- Pay Water Billing Account
- Pay Debtors (includes Building/Resource Consents, Licenses)
- Pay Dog Registration
- Pay Dog Infringements
- Pay Parking Infringements
Currently you can pay using Visa or MasterCard only. Please note that convenience fees apply to these transactions. You will find step by step instructions as you go through the payment process.
Note: Transactions made after 10.30pm New Zealand time will be processed by Napier City Council on the following business day.
To make a payment to the Napier City Council you must access your bill payment details through your own banking system.

When making a payment you have to make sure you put the correct reference details on it so that we can assign the payment to you. The table below shows you the type of payment and the reference required.

We can not accept part payments via internet banking. Infringement notices must be paid in full.

Direct Debit is the quickest way to make sure that your payments are paid on time and that you don't incur any penalties. Once it is setup you can just forget about it. Forms can be found at the bottom of this page.
You can pay by direct debit the following:
- Water by Meter (quarterly by instalment)
- Rent (fortnightly on Tuesday for pensioner flats)
- Rates Account (weekly or fortnightly on Thursdays, monthly on the 20th of each month or by instalment on the due date)
Please make sure all cheques are made out to the Napier City Council. This includes facilities that are run by council e.g. Napier Aquatic Centre etc. Place all required information in an envelope with payment and send to:
