NCC employs over 600 staff and has total revenue of more than $165 million. The focus of our Executive Leadership Team is to ensure the delivery of NCC's strategic outcomes, along with services and infrastructure for residents and visitors.

Chief Executive

The Chief Executive has statutory powers granted by the Local Government Act. Under this legislation, the Chief Executive is the employer of all Council staff. (Elected members have jurisdiction over the Chief Executive but not over other Council employees). Other Chief Executive powers are delegated at the discretion of the elected Council.

The role of Chief Executive includes advising the Mayor and Councillors on policy matters and ensuring policies adopted by Council are correctly implemented.

The Chief Executive leads an Executive Leadership Team that comprises five Executive Directors, each one leading a Directorate:

  • Deputy Chief Executive and Executive Director Corporate Services 
  • Executive Director Community Services 
  • Executive Director City Strategy
  • Executive Director City Services
  • Executive Director Infrastructure Services

The Chief Executive oversees the smooth running of these Directorates, facilitating the significant flow of information that, on a day-to-day basis, helps ensure Council and city are well managed.

Deputy Chief Executive and Executive Director Corporate Services

The Executive Director Corporate Services is responsible for overseeing Council's internal support services comprising the following significant focus areas:

Finance Services includes accounting, the coordination of budget preparation (including the Long Term Plan), financial reporting and financial support and advice across Council. Finance also oversees the collection of rates, which are the primary source of funding for the city, and all other forms of revenue. They pay Council's accounts and staff payroll and ensure procurement excellence.

Te Waka Rangapū develops and nurtures relationships with our Treaty Partners, including the development of policy on engagement with Mana Whenua and Tangata Whenua.

Information Services provides technical and operational support for the Council's corporate IT software and systems and manages the websites of all five Hawke's Bay Councils, ensuring consistency for the ratepayer.

Property Services manages the insurance portfolio, operations of the Inner Harbour quays including 95 berths, the Council's portfolio of commercial, industrial and residential properties, and the sale and purchase of Council property.

Business Excellence and Transformation manages the risk portfolio, advises elected members, manages committee and Council meetings and responds to LGOIMAs. They support the organisation in all transitional change, generate annual reports, annual plans and long term plans, ensuring legislative compliance.

People and Capability manages talent acquisition, employment, retention and organisational development. Health, Safety and Wellness of all staff and contractors is also included in this portfolio.

Executive Director City Services

The City Services Directorate operates as an internal contractor in carrying out physical works on a contractual basis to the Infrastructure Services Directorate. The City Services department includes:

  • Manager City Operations
  • Team Leader Water
  • Team Leader Drainage
  • Team Leader Animal Control
  • Team Leader Building Services
  • Management Accountant City Services

At an operational level, it does most of the maintenance work for the upkeep of the Council's parks and gardens, reserves, sports grounds, utilities (water, wastewater and stormwater), cemeteries, as well as building maintenance services for council buildings.

Executive Director Community Services

The Executive Director Community Services is responsible for overseeing the development and implementation of social, cultural, artistic, tourism, sport, recreation and communications and marketing strategies, policies and plans. It oversees the delivery of community services from the following facilities:

  • Napier War Memorial Centre (Napier Conferences & Events)
  • Napier Municipal Theatre
  • i-SITE Visitor Information Centre
  • Par 2 Minigolf
  • National Aquarium of New Zealand
  • Kennedy Park Resort
  • Museum Theatre Gallery (MTG Hawke's Bay)
  • Napier Libraries
  • Retirement Housing
  • Community Centres and Halls
  • McLean Park Stadium
  • Bay Skate
  • Napier Aquatic Centre

The Community Services Directorate is made up of four key functional areas: Visitor Experiences, Community Strategies, Sport & Recreation, Arts Culture & Heritage, and Communications & Marketing.

The Visitor Experiences team is responsible for the promotion and marketing of Council’s tourism and cultural facilities to maximise participation and enjoyment by both visiting locals and tourists to the city’s facilities.  

The Community Strategies team works closely with many government and non-government organisations to develop community strategies, programmes and initiatives that build capacity in the community and enhance youth development, ageing positively, community safety, and inclusivity in our city.

The Sport and Recreation team plans for and develops sports facilities, recreation programmes and opportunities for engaging the community in physical activity and recreation participation.

The Arts, Culture and Heritage team consists of MTG Hawke's Bay, Napier Municipal Theatre, Napier Libraries and the Faraday Museum of Technology.

The Communications & Marketing team is responsible for the development and implementation of all external and internal communications, marketing and media relations, including social media. This team is also responsible for the sponsorship and marketing of events.

Executive Director City Strategy

The City Strategy Directorate is responsible for regulatory consents and building inspections. It offers advice on land subdivision, building activities, locating services, constructing swimming pools and fences, erecting signs, the provision of car parks and space around buildings.

It is also responsible for planning policy, providing advice to Council on resource management and the Napier City District Plan.

  • Manager Regulatory Solutions (responsible for environmental health, animal control and parking enforcement)
  • Manager City Development
  • Manager Building Consents
  • Team Leader Resource Consents

Its GIS system is used to produce maps and plans and for reproducing aerial photographs of the city.

Parking, noise control, licensing for food, hairdressing and liquor premises and animal control are included in the Planning Manager's areas of responsibility, as is Environmental Health, which provides for and promotes public health and safety.

Executive Director Infrastructure Services

The Executive Director Infrastructure Services is responsible for overseeing all the city's primary infrastructure and related services - sewerage, stormwater, water supply, roading, rubbish collection, waste minimisation, sportsgrounds and facilities, parks and reserves, gardens, public toilets, playgrounds and cemeteries.

This Directorate manages all operational aspects of the physical works through contracts (both internal and external). Maintenance and development operations are provided by other departments, such as the City Services Department, or they may be contracted out.

Director Māori Partnership

The Director of Māori Partnerships provides a pathway for strong and lasting relationships to be formed and nurtured between council and mana whenua/tangata whenua. This directorate, Te Waka Rangapū, also includes two Māori Relationship Managers (Kaiwhakahaere Hononga Māori). Te Waka Rangapū's goal is to have early engagement with mana whenua and tangata whenua in all projects with robust discussions and transparency. The intention is to bridge the gap between Council and Mana Whenua, normalising Te Ao Māori – Tikanga, Kawa and Te Reo Māori - and developing ever-lasting, strong relationships between mana whenua/tangata whenua and Napier City Council.
