Council has a committee structure in place which supports its legislative responsibilities – find out more about the committees for 2022-2025 below.

Committees of Council

Council has a number of Committees which help support meeting its purpose and responsibilities under the Local Government Act 2002:

  • to enable democratic local decision-making and action by, and on behalf of, communities; and
  • to promote the social, economic, environmental, and cultural well-being of communities in the present and for the future.

Council must also take account of the Treaty of Waitangi, and facilitate participation by Māori in decision-making processes. We must identify and appropriately manage multiple forms of risk, and undertake significant planning processes under both the Local Government Act 2002 and Resource Management Act 1991.

It must have in place a variety of large and overarching plans, including the District Plan, Long Term Plan and Annual Plans, and must report against what is has achieved from the plans each year.

A District Licensing Committee is also required under the Sale and Supply of Alcohol 2012.

The objectives of the Trust are to:
  • Hold and protect the regional collection for the people of Hawke's Bay and to provide storage and protection for the collection, Advance and promote the Arts in New Zealand and particularly in Hawke's Bay,
  • Promote a sense of history and an awareness of the importance of the nation's heritage in New Zealand and particularly in Hawke's Bay,
  • Provide an exhibition policy and to oversee the maintenance, risk management and quality of the regional collection through a contract for services with the Napier City Council,
  • Regulate and approve the disposal of collection items, and
  • Administer the bequests held by the Hawke's Bay Museums Trust.
The Trust is a Council-Controlled Organisation as three of the five-member board are Council nominees (1 from Napier City Council, and 1 from Hastings District Council, and both local authorities appoint the Chair). Napier City Council is the administrating body. Trust reporting is made to the Prosperous Napier Committee.
