A summary of our consultation approach for the 2021-31 Long Term Plan.

2021 Consultation process

Napier's draft Long Term Plan 2021-2031 went out to public consultation in April 2021. The community was invited to comment on Council’s plans for drinking water, chlorine-free, a Regional Park in Ahuriri, Te Pihinga (a community centre in Maraenui), funding Council’s housing portfolio, the Faraday Centre, street patrols, and traffic safety planning.

The formal consultation process was supported by two Facebook Live events (reaching over 5000 people), two community meetings, and presentations to the Napier Youth Council, Napier Disability Advocacy Group, residents’ associations and environmental groups. The Mayor and/or Councillors attended meetings with Te Taiwhenua o te Whanganui a Orotū, Maungahararu Tangitū Trust and Pukemokimoki Marae Trust, and a meeting was also held with staff and volunteers at the Faraday Centre. Individual Councillors made presentations through their networks. Councillors also led six pop-ups across the city throughout the consultation period.

We received 710 submissions with a vast majority submitted online via the Say It Napier website. The total number of submissions represented a slight decrease from 2018. 64 members of the community came to speak to Council at the Hearings between 8-10 June 2021.

Adoption of the LTP 2021

The LTP was formally adopted by Council on 30 June 2021.

The plan reflects that water remains the number one priority for Council. Council’s desired outcomes and strategic goals for the next three years are as follows:
